November 12 — Constitution Day of the Republic of Azerbaijan — is a symbol of our statehood, national unity, and commitment to the rule of law. This date marks the foundation of the modern Azerbaijani state’s legal system, where human rights and freedoms are enshrined as the highest values.


Adopted on November 12, 1995, the Constitution of the Republic of Azerbaijan defined not only the principles of state governance but also the moral pillars of society. The spirit of this document embodies the principles of equality, justice, and tolerance.


The Azerbaijani model — in terms of legal guarantees of religious and national tolerance — ensures equal rights for all citizens, regardless of their ethnic or religious background. This principle finds real expression in the peaceful coexistence and cooperation of people of different faiths and nations living together as one family.


Based on our observations and the letters received at the Azerbaijan Jewish Media Center, we can confidently say that the Jewish communities of Azerbaijan experience these values every day. Since the first days of independence, Jews have actively participated in the social, scientific, and cultural life of the country. This is not only the result of a policy of tolerance but also of the respect for equality and human dignity guaranteed by the Constitution.


As we celebrate Constitution Day today, we once again realize that this document is more than a set of laws — it is the book of values of the Azerbaijani people. It teaches us to listen to one another, to show respect, and to look with confidence toward our shared future.


I sincerely congratulate the entire people of Azerbaijan on this remarkable day.

May our Constitution forever remain the guarantor of independence, human rights, and interethnic harmony.


We are confident that Azerbaijan’s bright future will continue to strengthen on the principles of peace and justice.

May the Constitution that unites us today continue to bring us together tomorrow — as a strong and compassionate society!
